POSITION DETAILS

The Office of Library Services (OLS), within the Office of Academic Affairs (OAA) at the Central Office of The City University of New York (CUNY), provides University-wide leadership and shared services for CUNY’s network of libraries across 26 campuses, serving a richly diverse academic community of more than 275,000 students. As the centralized hub for library strategy, systems, and innovation, OLS administers and advances CUNY’s award-winning, globally recognized Open Educational Resources (OER) program, while also supporting teaching and research through shared collections, digital scholarship, and scholarly publishing initiatives. In close partnership with campus libraries and academic stakeholders, OLS strengthens student success, expands affordable access to learning materials, and amplifies the collective impact of CUNY’s libraries through collaboration, scale, and strategic investment, advancing the University’s mission of social mobility through public higher education.

Reporting to the University Director of Research and Publishing Strategies, the University Open Educational Resources Manager is responsible for the administration, oversight, and evaluation of CUNY’s centrally managed OER program. The position stewards a $4 million annual New York State investment, ensuring responsible use of funds to advance student affordability, support academic success, and institutionalize OER adoption across the University. The OER Manager contributes to the continuous improvement of program administration and assessment across campuses and supports the ongoing development of strategic approaches to open education at CUNY.

In addition to the job summary above and CUNY Title Overview below, other key duties include, but will not be limited to the following:

  • Manage the annual OER budget, currently $4 million, ensuring responsible management of New York State funds and maximizing impact on student affordability, academic success, and institutional sustainability.
  • Design, administer, and manage the annual OER Request for Proposals (RFP) process, including development of guidelines, review criteria, award recommendations, monitoring of funded projects, and evaluation of outcomes related to cost savings and student impact.
  • Establish and maintain University-wide reporting, accountability, and compliance frameworks for campuses receiving OER funding, ensuring adherence to funding requirements and the collection of accurate, high-quality program data.
  • Serve as a primary institutional resource for campus OER leads and Central Office partners, providing expert guidance on program administration, reporting expectations, and professional development related to open education.
  • Build and sustain collaborative relationships with CUNY Libraries, Centers for Teaching and Learning, faculty governance bodies, and academic leadership to strengthen campus-level OER infrastructure, planning, and implementation.
  • Partner with colleagues across OAA to conceptualize, develop, and advance innovative initiatives grounded in open education, open pedagogy, and affordable learning strategies.
  • Develop and implement assessment frameworks, methodologies, and metrics to evaluate the impact of OER and Zero Textbook Cost (ZTC) courses on student success, equity, retention, and progression.
  • Cultivate and sustain communities of practice within CUNY and with external partners to support knowledge-sharing, professional learning, and continuous improvement in open education initiatives.
  • Manage communications, outreach, and engagement efforts to promote OER and open pedagogy internally and externally, increasing awareness, participation, and institutional commitment across the University.
  • Represent CUNY in local, national, and international open education networks, contributing to the broader field through advocacy, collaboration, and thought leadership.
  • Participate in departmental and University-wide strategic planning, including development and execution of a long-term strategy for scaling and sustaining OER adoption across CUNY; serve on committees and task forces, as assigned.
  • Perform other duties as assigned.

NOTE:

Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum

Bachelor’s Degree and six years’ related experience required; MLS degree and/or Master’s in a related field may be substituted for a portion of the experience requirement.

Preferred

  • Master’s degree in Library and Information Science (MLS or equivalent) from an ALA-accredited program, or a closely related field.
  • Demonstrated knowledge of best practices, emerging trends, and policy issues in open education.
  • Experience administering or overseeing budgets and reporting for various programs in a public university or higher education system, particularly within a multi-campus or consortial environment.
  • Proven ability to design and apply program evaluation frameworks, including the use of data to assess impact and inform strategic decision-making.
  • Experience working collaboratively across organizational units and academic leadership while engaging a broad spectrum of internal and external stakeholders.
  • Demonstrated ability to navigate policy compliance and accountability requirements without direct supervisory or enforcement authority.
  • Strong interpersonal, verbal, and written communication skills, with the ability to engage diverse stakeholders to build productive partnerships.
  • Experience fostering a creative, collaborative, ethical, and inclusive work environment with a commitment to the development and support of educational materials that reflect the diversity of CUNY’s students and communities.

CUNY TITLE OVERVIEW

Manages one or more aspects of the University’s Library technology and systems.

  • Analyzes, specifies, and implements systems improvements and processes
  • Conducts design and setup activities supporting University-wide Library systems and databases; assists in implementing upgrades and new systems
  • Develops and manages procedures related to quality assurance for University Library systems; revises and maintains complex configuration tables
  • Monitors Library applications and databases
  • Creates, prepares, and analyzes reports on systems activities
  • Works collaboratively with the Office of Library Services, Computer Information Services, library staffs, and vendors to refine workflows and develop useful systems tools

COMPENSATION AND BENEFITS

The salary range is $90,838 – $102,408 , commensurate with credentials, education and experience.

Effective 9/1/26, salaries will be adjusted by 3.25% in accordance with the terms of the PSC-CUNY collective bargaining agreement for eligible employees.
